En ny bydel som forbinder Nordhavn med Refshaleøen.
Klima- og stormflodssikring i nord kombineres med en ny bydel, som samtidig kan erstatte en Havnetunnel.

Der kan via Nordhaleøen anlægges en letbane (evt.  metro) sammen med gennemkørende cykel- og bilbaner. Refshaleøen, som i dag er perspektiv område, vil kunne anlægges med en attraktiv infrastruktur udenom den indre by, så mon ikke dette forslag går hen og bliver byens næste store projekt sammen med letbaner til forstadskommunerne.

Inden den 18. maj skal fem arkitektfirmaer give et bud på en masterplan for Levantkaj, Skudehavnen og Skudeløbet.
Levantkaj er på omkring 34 ha grundareal og et 13 ha vandareal, som har været brugt til containertrafik. Kajen kan bebygges med i alt 505.000 etagemeter.
By  & Havn skriver, at boliger og erhverv skal medtage Parkerings-Huse, og det i en bæredygtig bydel tænkt uden biler, hvor der opkræves en metroafgift er huslejen?
Det ny kvarter skal samle alle Nordhavns kvaliteter i ét bykvarter.
Levantkajs størrelse gør det muligt at skabe et intenst urbant byliv med arbejdspladser, butikker og restauranter omkring og i nærheden af den kommende metrostation og metrolinjen.
Der kan placeres op til 4.500 etagemeter detailhandel samt et antal publikumsorienterede serviceerhverv som caféer og restauranter.
